Could be the gun, could be the ammo; the fact that it's not happening all the time would seem to indicate ammo. I do happen to see this at the range with the cheaper Winchester bulk-pack shells - something to do with the metal they use in the brass rims (I was told that they're brass-plated aluminum, but I don't know this for a fact).
