Serpa is a pseudo-security holster, that is generally lowest-bid. BH has been sued by several departments, and settled with the rider, "not an admission of negligence or malfeasance". Paul Gomez was one of the pre-release evaluators, and made some recommendations (basically a different retention/release mechanism) that were ignored. I would be curious to see what HPD moves towards, assuming they make a change.
