They can if they are specifically given permission by the church's leadership.

Personally I would never suggest a church posting such signage as all it does is make them a prime target.

Insurance and legal liability are always issues. But only to those who have survived a shooting. The first goal is to survive. Everything else is secondary.
Anyone can be sued for just about anything, that's one reason you should carry shooter's liability insurance as well as have a legal defense policy that covers you in the event of a shooting.

Unless there's some stipulation in the church's liability policy excluding coverage for such an instance there's no liability issue. What needs to be done is to have the Church's atty and insurance carrier examine their policy.

It sounds as though your friend means well, has an ego problem, and that you all need some serious help.

There are lots of good options available but my advice would be to contact a USCCA instructor in your area that can help with both training and development/implementation of a reaction plan.

As others have said the "Security" shirts are definitely a bad idea for many reasons not the least of which is that if anyone is serious about pre planning an attack it would identify to them the members of your critical incident response team and quite possibly give them a good idea of how your response plan is set up.

IF your church lacks the resources to hire a professional or for some reason chooses not to there are lots of good resources available online to at least help you get a plan together.
