I would even support concealed only in schools or bars , like they did on college campus... if that is what it takes to get it passed. But I think that open carry has become such a snooze fest that even the most liberal nutjobs around have to admit that it has been a total non-issue, and that there is no reason to assume that it will suddenly become a big problem between now and Jan 10, 2017 when the 85th TXLEG Session starts.
Lets see...

Churches, Amusement Parks, City/county meetings and hospitals area already off the list unless they post 30.06 or 30.07 which private entities (churches, amusement parks and hospitals) already can. That leaves City/County meetings that are subject to open meetings notifications, which probably wouldn't have that much of an impact any way.

Frankly, the easiest way to deal with this whole mess is to add "persons licensed under Chapter 411 sub-chapter H " to PC 46.15. LTC holders have a stellar 20-year track record as a whole.
Well... while I hear what you are saying, there is something that you missed, and it is pretty substantial.

Govt code 411.209 states (in part):

Sec. 411.209. WRONGFUL EXCLUSION OF CONCEALED HANDGUN LICENSE HOLDER. (a) A state agency or a political subdivision of the state may not provide notice by a communication described by Section 30.06, Penal Code, or by any sign expressly referring to that law or to a concealed handgun license, that a license holder carrying a handgun under the authority of this subchapter is prohibited from entering or remaining on a premises or other place owned or leased by the governmental entity unless license holders are prohibited from carrying a handgun on the premises or other place by Section 46.03 or 46.035, Penal Code.

So... removing those places that I mentioned from the list in PC 46, even with the current scheme of having subsection (I) that exempts some of these places unless 30.06 is posted, would do much more than you have indicated. This alone would make the Dallas zoo suddenly no longer off limits. It would also serve to reduce confusion about what places are off-limits (We have to clear that up monthly around here), and it would be a step in the right direction if nothing else.

I do agree that getting the whole thing tossed is what I want... but there is a Rolling Stones song about getting what you want.

Getting elementary - high schools removed, as well as bars will be a big battle... but even if we can get racetracks, polling places, churches, amusement parks, city / county meetings, and hospitals off of the list, then that will just leave bars, jails, schools, courtrooms, and airports.

Dumb question but what is a dangerous off limits location?
Anywhere where you cannot carry your pistol is a "dangerous off limits location".

Especially "known gun free zones". It has been proven that mass shooters specifically look for gun free zones to try to maximize their body counts because they know that no one will be able to stop them quickly.

Don't think that groups like isis will not be looking for the same thing if they are making plans to do something like the Westgate Mall attack, but here in Texas. Malls posted 30.06/7 are insanely dangerous. What better place to go on a disarmed victim shooting spree than a posted mall?

Similarly, everyone knows that you can attack unarmed folks at a polling place, race track, bar, courthouse (or right outside the courthouse) schools, private colleges, many think that churches are all off limits.

Re: 2017 Legislative Priorities

Change 46.03 and 46.035 to only include:

courtrooms while court is in session (Notice that "Court offices" is not included, not court houses... just the court rooms)
Secured area of an airport (duh)
Inside of correctional facility (Parking lot ok, put that in the statute)

Specifically eliminate:

1. Schools (We are statistically more law abiding than the cops that roam the halls of the local elementary school, so why not? Also eliminates the "We are a school/daycare" zoo folks.
2. Polling places (No voter intimidation has happened by armed men on "our side", no reason to believe that it will start)
3. Racetracks (This one was stupid to begin with)
4. Bars - it is already illegal to be intoxicated and carry, so why not allow the designated driver to be armed?

Also make a provision addition to the "No political subdivision may post signs" to include any place that takes public money. This would include any school, any partially city owned facility (Think Jerry world, convention centers) and any hospital, clinic, or doctor office that accepts medicare, medicaid, or even tax-subsidized Obamacare plans.

The liberals will be up in arms, and all we have to do is hammer the fact that police are able to carry in all of these places and that LTCers are more law abiding than the police. They will respond with "the police are better trained than LTCers" and all that we have to do is retort "apparently LTCers are better trained in obeying the law." Always being careful that we do not disparage law enforcement, simply make the point that we are as equally trustworthy to carry a gun in public and not harm innocent people as they are.

Make any place that posts a 30.06/07 sign statutorily civilly liable for any and all injury resulting from an unlawful assault on their posted premises. Make them put their money where their irrational fear is.

Re: 2017 Legislative Priorities

Statutory spanish wording on 30.06 and 30.07 signs. Makes every single current sign null and void, unless it happens to have the exact translation already (fat chance).
