No. It just applies to CC. To me, having already gotten a CHL, increasing the places I can carry is more important than adding a manner in which I will very rarely carry. I personally don't see it as a constitutional issue but just a legal one. Bearing that in mind I can see why many would think this the "Most Important" gun bill. Doubly so since there is no chance of 195 passing as is.
