Maybe there is just a civic-minded individual out there doing this to demonstrate that the women's clothing is much too flammable and they should be making wiser choices.

I've been all over New York state. Still, when I hear the term "New Yorker", an NYC resident is what pops into my head. I'll bet 99% of people do the same.
