There should be no exception for private security. In any country other than a third world police state, there would be no exceptions for police either.

I agree. Two relevant convictions are automatic presumption of chemical dependency, but DPS has pretty broad discretion for looking at patterns of behavior and denying an application for chemical dependency.

Where did this rumor originate? I question both it's validity and the rumor monger's legal education. For example, a LLC has members but trusts do not have members.

The law says what the law says. If the OP cares enough to risk being a test case, that's great. If not, changing the law won't help because there is always the possibity someone has a different interpretation of what the meaning of "is" is.

How is it deceptive? If she already had her CHL, what law requires notification for a change in citzenship status? I don't think DPS even has a form to change citzenship or marital status unless you also change your name.
