Just like any business, I would think instructors have the right to deny service for any reason, as long as it isn't one of the "protected classes" - race, religion, etc.

I think the reason it's not defined is because school districts have their own definitions. For example Southlake-Carroll has 9th and 10th grade in a "high school" and 11-12 grades in a Senior High School.
