That's not true. There are sectional definitions and global definition which apply to those specific sections or to the whole. In this case there is no global or sectional definition for "building". Yes. Texas does not require residency with VA. So a person with a VA licence does not have to be from VA to utilize the VA licence in Texas.

But he must abide by Texas gun laws while in Texas.
