Don't know about the NAHC, but I used to be a member of the "Handyman Club of America" that claimed they would send tools to evaluate. Monthly, I read how other people tested and kept table saws, shapers, planers and even ATVs. I got a 99 cent plastic utility knife to test and keep. Twice! It arrive...

Light oil (3 in 1, WD-40) and 000 steel wool will take off the rust and not harm the blue.

Once all the rust is removed, apply a thin layer of grease (I like RIG for this) or one of the spray on heavy oils.
PRP (Pachmayer Rust Preventive) is a good choice.

Consider a different gun bag.

Anything can be used incorrectly, stupidly or illegally. Criminals use automobiles, cellphones, and firearms illegally. Stupid people use bikes, boats and motorcycles for stupid stunts and get hurt or killed. People misuse power tools in ways that leave them maimed. Is this a reason to ban them? Yes...

NRA directors serve staggered terms so not all are up for reelection at one time.
