I think my preferred course of action is to aim and command he lie down. If he runs out of the house, he can go. If he flexes one muscle in my direction, I assume he's attacking and open fire. There are some middle grounds for people who got deferred adjudication and would be able to Constitutionally carry but cannot obtain an LTC.

As for the felon addressing Congress, it was very confusing. He was basically saying, "Ya'll should carry because there's people like me out there."
