In theory, a spring loaded nail, a piece of the appropriate diameter metal pipe, and a shotgun shell seems like all one would need. That plus some type of handle.

Don't give the ATF any ideas. They are already trying to regulate pieces of plastic (80% lowers / Bump stocks) that are incapable of discharging a projectile.

As usual, I find myself "out dated". I thought selling any firearm to someone from another state required an FFL do the transfer. Maybe I am not up to speed on what exactly is a "ghost gun"? I had no idea I could purchase a complete "gun" with no serial number anywhere...

Cripes. They can make it almost impossible to get a CC permit. That 15 hours of "in person instruction" can have all kinds of stipulations, e.g. huge fees, offered twice a year in 1 or 2 locations, requiring impossible test scores, etc. etc. as if anybody can take 2 full days off to atten...
