It is added at renewal time if you received an instructor cert before the renewal. Otherwise, fill out the form and pay the money to have a new one printed up that says "Instructor". The fee is for the re-print ahead of them sending a renewal license.

Get it done / submitted / bought now. Purchases before the new rules go into effect should be grandfathered in. Purchases after that time for NFA items will need the new requirements met.

I have been putting in all kinds of classes taught, not just LTC classes under the "Other" portion of Non-NRA classes. My understanding is that they don't necessarily want to see us teaching solely NRA classes, but some kind of pistol related classes so that skills teaching pistol classes ...

The law doesn't state how many / what type of firearms may be carried, only how they are to be carried in the case of open carry. In the case of concealed carry, even that is not present. The way I read the code, someone with a gun on each hip would be legal as long as they are following the allowed...

It should be 2 years for the CHL-100. The one year you are thinking about is probably the length of time DPS will keep an application on file once it is submitted.
