It's an add on charge in La. I lived there for 30 years and never heard of anyone being charged for it. In fact, I've seen more than one Klan march where the participants wore hoods with police all over the place. Didn't seem to be an issue. On the flip side, open carry is legal in La. Do it in NOLA...

Very common practice in our neck of the woods. One road close to us that is heavily enforced has only private drives so that is the only option.
