It looks like one of the smoke and mirror bills from the Straus era, when the Texas legislature liked to have a bunch of "feel good" bills they could use as cover for not passing the "do good" bills, without making it completely obvious they're stonewalling.

3. By design, since it was such a long time ago with no witnesses or video tapes or audio recordings or whatever, the card is literally a he-said-she-said game. Also with such a large gap between the supposed event and anyone hearing about it, there's no way anyone would be convicted of that crime ...

Last month, prosecutors in Angola announced a variety of criminal charges against a son of Mr. dos Santos, the former central-bank governor and two others in relation to the alleged fraud.
It sounds like an inside job.
