Penalties for failure to adhear to time limit

Would it be possible to financially penalize DPS for failing to adhere to the legislated time limits for issuing/denying a CHL? I was thinking half the license fee is refunded on day 61/46, and the other half refunded 15 days later, but any formula of X% refunded for every Y days late would probably...

I haven't actually voted, yet, but it is the overall cost that has kept me from getting mine, so far. (Class fees plus license fees.)

It seems that every time I have about the right amount of money in my hands, something breaks (the car, the home A/C, the car, the fence blows over, the car, etc.).
