********** POSTPONED BUSINESS **********
UNTIL 8:00 AM
HB 3639 Pitts / Aycock
Relating to state fiscal matters related to public and higher education.

Not sure how they postpone until 8 a.m. when House convenes at 9:30 a.m. ... but
Video feed to House

House comes to order right now.

I'm sure the Senate didn't get all the amendments/changes printed and get it to the House already .... but I'm watching today anyway.

I just got off the phone with Rep Garza's office and the very nice lady who answered the phone indicated that rules in the Senate are different in the house and if SB 1581 is subsituted with Wentworth's amendment then a point of order could be made and the amendment stripped from the bill. She also said that they would be cautious to set a precedent to suspend the rules to allow the amendment for fear of how it could be used in the future.

She also said, when I questioned about his position of the Senate/House bills that would allow legislators to carry places average citizens with CHLs could carry and she said he is against having a seperate class of citizens and may offer an amendment to have it apply to everyone instead of voting no if the bills came to a vote on the floor.

She also said HB 750 is all but dead as there are currently 300+ plus bills on the calendar and even if 750 came out of Calendars it would die before Thursday at midnight.

So far I have not been thoroughly impressed with Rep Garza and don't see how he has actively supported gun rights at all this session (except voting yes for a few bills in the B and I committee). He has not signed on as coauthor or as a sponsor to any 2A bills this year all while stating he supports the issue, actions speak louder than words Mr. Representative!

I'm very confused.

Has what has passed in the Senate have a realistic chance to pass in the House?

If it does pass in the House, are there convolutions still that can sink it?

Also, how does parking lots stand? Is that a done deal? Stupid me :shock: could use a summary.

SB1581 absolutely has a chance in the House. SB5 just passed today and it's already in the House, so it's going to get interesting.

Did SB5 pass with Wentworth's amendment or did they strip it out? A week ago, she removed SB5 from consideration because Wentworth's amendment (to make campuses safer for professors and students) passed. Now it passed but the engrossed version on the Texas Legislature Online looks like they removed the best parts of SB5. http://www.capitol.state.tx.us/tlodocs/ ... 00005E.htm" onclick="window.open(this.href);return false;
I believe the basic political division in this country is not between liberals and conservatives but between those who believe that they should have a say in the personal lives of strangers and those who do not.

I read the bill history, and Wentworth offered an amendment (16) which struck the provisions of amendment (8).

Floor amendment 16
page 2169
http://www.journals.senate.state.tx.us/ ... DF#page=16" onclick="window.open(this.href);return false;
Senator Zaffirini again moved to suspend the regular order of business to resume
consideration of CSSBi5 at this time on its second reading:
CSSB 5, Relating to the administration and business affairs of public institutions
of higher education.
The motion prevailed.
Senator Ogden asked to be recorded as voting "Nay" on suspension of the
regular order of business.
The bill was read second time.
Senator Wentworth offered the following amendment to the bill:
Floor Amendment No. 16
Amend CSSB 5 as amended as follows:
Strike all of added Articlei__, Miscellaneous Provisions, as added by Floor
Amendment 8, in its entirety.
The amendment to CSSB 5 was read and was adopted by a viva voce vote.
All Members are deemed to have voted "Yea" on the adoption of Floor
Amendment No.i16.
