HB 3016 - Holstered Car Carry for LTCs

Allows an LTC to carry a handgun in a vehicle openly as long as it is in a holster.

If I'm not mistaken, this is amending the section that makes it illegal for someone without an LTC to openly carry a firearm in their car. Currently the MPA only allows for concealed carry in a vehicle for those without a license to carry.

Incorrect. This amends Texas Penal Code 46.035 (a) which is only applicable to an LTC holder.

Sec. 46.035. UNLAWFUL CARRYING OF HANDGUN BY LICENSE HOLDER

This Bill clarifies that, as long as your handgun is in a holster, it does not have to be concealed. This is true even if the holster is not worn on the body. So it would make console-mounted holsters legal, as well as laying your holstered handgun in the passenger seat.
