I have had students apply for the LTC a week after they moved here, using an out of state DL, and the address on that DL. No problem. However, once they get a TX DL. I recommend they apply for a reissue of the LTC, so the addresses match. That might not be required, but would avoid some awkward questions during a traffic stop.
