Exemption from Shooting Proficiency

Had a new one for me today. US Army MP with military shooting record showing "Pistol Expert." Stated that he was exempt from the shooting portion which I seem to remember that this did qualify. Did the class and aced the written, but did not shoot with other students. gave him a LTC 100 for the academic portion, but not the shooting portion as I did not observe, Should I have used his Army record in lieu of Proficiency Demo? Do I just leave that portion of the CHL-8 blank? Tried to talk him in to just going ahead and shooting, but he was steadfast that he was exempt. Any help prior to trying to call RSD is appreciated.

GC §411.1881. EXEMPTION FROM INSTRUCTION FOR CERTAIN PERSONS.
(a) Notwithstanding any other provision of this subchapter, a person may not
be required to complete the range instruction portion of a handgun proficiency
course to obtain a license issued under this subchapter if the person:
(1) is currently serving in or is honorably discharged from:
(A) the army, navy, air force, coast guard, or marine corps of the United
States or an auxiliary service or reserve unit of one of those branches of the
armed forces; or
(B) the Texas military forces, as defined by Section 437.001; and
(2) has, within the 10 years preceding the date of the person’s application for
the license, completed as part of the person’s service with the armed forces or
Texas military forces:
(A) a course of training in firearm proficiency or familiarization; or
(B) a range qualification process for firearm usage

(b) The director by rule shall adopt a procedure by which a license holder who is
exempt under Subsection (a) from the range instruction portion of the handgun
proficiency requirement may submit a form demonstrating the license holder’s
qualification for an exemption under that subsection. The form must provide
sufficient information to allow the department to verify whether the license holder
qualifies for the exemption.

You leave the range portion blank and they will submit their proficiency document from the military to DPS.

Give him the LTC 100 with the proficiency part X'ed out you can even write in the blank space to the right of the filled portion of the proficiency part of the LTC 100, "student will qualify or show proficiency qualification that will be accepted by State". Never give a LTC !00 with a portion not filled. Even if they get a different instructor to do the proficiency that instructor can provide a separate LTC100 to the student.
He is not exempt, he just chose to prove his proficiency in a different way that the State will make that decision to accept.
A few years ago, I had an LEO take the course with his wife and did not shoot. He called me two days later and asked if he could shoot with me because the paperwork and the hoops he had to jump through were not worth the time it would take to shoot 50 rounds with me.

When I read this thread I had to wonder why not do the shooting part. That is the fun part of the class. It isn't like it saves you money.

Yep, especially since his wife had to shoot and he was there with her.

US Army Expert is a much higher standard than the LTC (70%) or even DPS (90%) standards.

I wasn't shooting to my full potential when I did it about 1.5 years ago.

I shot 94.8%. I probably should have shot 100/30X, give or take a bit.

It's a fun course and I think a good challenge. A little dry fire practice, including target transitions, got me up to 100.
