If you factor in the estimated 15% of crimes committed with toy guns, you have 50% of the bad guys using non-functional weapons... and another 17% using firearms with limited functionality.

I have been noticing here in Houston, many robberies that are on camera, there are two or three BG's, one to grab the purse or wallet or shopping bag and cell phone, another with a semi automatic rifle to comply performance. In larger robberies there are two men with semi automatic rifles or one has a shotgun one with a semi automatic rifle.

Here is a video of a armed robbery in front of an expensive hotel in Houston a few weeks ago.

The odds for a concealed carrier are getting worse. Waiting anywhere outside in Houston where you are visible is getting risky.

If 67% of their weapons/ammo aren't properly functioning... 3-to-1 would be more like 1-to-1. From that video it looks like "stacking" the badguys would be a reasonable tactic. Its very useful against multiple opponents. You line yourself up so that the 1 badguy is behind the other bad guy. That way only one can attack at a time.
