I guess I’d like to point out that it’s extremely rare you would find a toilet with running water without a sink with running water. Most plumbing codes would also require a drinking fountain.

Places that have less than these requirements are in other countries, not the USA.

Maybe she was confused about where she was?

Update: some people on line are showing a prison toilet sink combo. This is apparently what the detention centers have. Sink at the top of the unit toilet at the bottom all stainless steel.

I guess someone who unfamiliar with plumbing fixtures might drink from the toilet where they see water. They might not understand how to turn a faucet on.

There are several buildings in Austin that filter, clean and recycle the water for use in the toilets. (it is clear, but it is not potable) The City of Austin required a sign to be in each restroom that told you not to drink the water in the toilet bowl. They required the sign be screwed to the tile wall so that the owner could not simply remove the sign after the inspectors left without it leaving a mark.

The sign was meant for AOC, I guess.
