The list of certified Utah instructors (In state and Out of state) can be found at:Probably the best first step you can take is to contact a Utah Certified
CCW Instructor, and find out when they will be providing their next
training course and how much they charge for it. A good instructor will
also provide you with all the necessary paperwork, and provide you with
a check list of things to do to complete the paperwork. Once you've got
the training course out of the way it's really just a matter of getting
all the needed paperwork completed and then submitted along with the
required processing fees. My personal experience with getting my CCW
permit probably took me about a month and around $150 for everything
from the time I signed up and paid for the class to the time I paid the
cashier at the BCI's office. Your mileage and experience will most
likely differ. It took around another 2 months to receive my permit in
the mail, but they also told me it was a busy time for them. I renewed
my permit about a year ago, and that took about two hours at the BCI's
office and cost me around $30. I've since moved to Texas and became a
non-resident permit holder myself.
Keep in mind to that the requirements for resident and non-resident are
the same, with the only real difference being you’re out of state
permanent address.

So, based upon the information provided, if you're looking for the right to carry in Alabama, then the New Hampshire Non-Resident permit is the inexpensive / quick way. However, if you need Ohio and Washington too, then you can get a Utah permit, just takes a little longer and costs more.
