Unless I'm missing something Texas Government Code 229.001 pretty much does this already, we just need to change municipalities to political subdivisions so that counties are held to the same standard. I would personally prefer to spend political capital changing a few words and getting a much bigger impact than adopting an Okie law that will be harder to pass.
