FBI Misreporting Data About Legal Gun Owners Stopping Active Shooters

More problems with the latest FBI Reports: 15% of Active Shooter Attacks During 2014-19 were Stopped Or Mitigated By Concealed Handgun Permit Holders, But Misses More than Half The Cases
the FBI claims that there were only 9 out of 145 cases (6.2%) where a civilian used a permitted concealed handgun to stop an attack. There 6.2% was statistically significantly different from the 15.4% at the 1% level for a two-tailed z-test. The FBI reports keep excluding cases where mass public shootings have been stopped by concealed handgun permit holders. It hardly seems random that the FBI seemed to systematically miss these cases.

permit holders were successful between 87% and 89% of the time that they intervened.

Another question is whether an armed citizen was present at a location when an "active shooter" was shooting. If the answer is "no," except when the "active shooter" was stopped by an armed citizen, then the meaningful statistic is that armed citizens stopped "active shooters" 100% of the time when they (armed citizens) were present. Obviously, it won't be 100%, but it will be a very large percentage.

I think that we can at least entertain to idea that the FBI is deliberately skewing or misrepresenting the data concerning armed citizens. IMO, that's due to an institutional bias against armed citizens and second Amendment rights. However, as stated, that's just my opinion.
