Do Muslims think the same regarding people that claim to be Muslim and commit such heinous acts in the name of Allah?
The rule is if some act is forbidden in Islam and it is well known that it is forbidden among the laymen and the scholars, if an actor claimed it is not forbidden and persisted in his claim, he commited a blaspheme and stopped being a Muslim.
So, does this apply to the Islamic terrorists that have perpetrated acts of terror based on their target's religious beliefs or nationality? Do Muslims consider those that carry out suicide bombings of innocent people martyrs or non-Muslim criminal murderers?

One of the things about Islam is it seems much is subjective and left up to scholars and laymen to determine what is acceptable. Is this a correct assessment? If it is, it leaves a lot of room for bias and individual beliefs to determine what is acceptable and appropriate.
For the first point, the rule is a rule. Most of terrorists recruit suicide bombers who have very basic Islamic knowledge, and in many cases have almost very limited knowledge what is forbidden and what is not. The recruiters manipulate the suiciders to commit their heinous crimes.

As for the second statement, no it is not the case. Muslim Scholars and specifically the 4-schools of Sunni Jurisprudence are well established and have detailed edicts what is forbidden act (Grave sin, or sin), not-recommended, permissible, recommended, or obligatory.
When the layman is ignorant of the Islamic Teachings and Knowledge, they become a tool in the hand of bad actors.

So the recruiters and the bombers are not Muslim? Are the recruiters also not informed about Islam? Just trying to understand where the deliniation is between good and bad Muslims.

Like I said before, true a Christians would not do such and are not considered Christians by Christians. It doesn't appear Muslims draw the same type of line.

Some extremists would justify anything to spread their extreme (non-kosher) views...

How soon people forget.
Based on this 1920-1948 map, the Palestinians must be demanding Jordan give back their land too? Also, on a map from 800BC, I can find the Kingdom of Israel right in the middle of where it is now, but I can't seem to locate Palestine.
You could try looking under Philistine.

Finish your sentences please and clearly identify who you are referring to by “under cover agents” and “extremists” spreading “(non-kosher) views”

So now you are now accusing Israel of being behind Muslim terrorists?

Undercover operations for some, and conspiracy for others.

From the Salon Article above:
In the war in Afghanistan in the 1980s, the CIA and U.S. allies Pakistan and Saudi Arabia armed, trained and funded Islamic fundamentalists in their fight against the Soviet Union and Afghanistan's Soviet-backed socialist government. These U.S.-backed rebels, known as the mujahideen, were the predecessors of al-Qaida and the Taliban.

In the 1980s, Israel adopted a similar policy. It supported right-wing Islamist groups like Hamas in order to undermine the Palestine Liberation Organization, or PLO, a coalition of various left-wing nationalist and communist political parties.

"Hamas, to my great regret, is Israel's creation," Avner Cohen, a retired Israeli official who worked in Gaza for more than 20 years, told The Wall Street Journal.

As far back as 1957, President Dwight Eisenhower insisted to the CIA that, in order to fight leftist movements in the Middle East, "We should do everything possible to stress the 'holy war' aspect."

I'm not sure I disagree, from a realpolitik standpoint:
Hezbollah, the Lebanese-based militia that receives weapons and support from Iran, is also "being seriously taxed by the fight against IS, a state of affairs that suits Western interests," Inbar wrote.

"Allowing bad guys to kill bad guys sounds very cynical, but it is useful and even moral to do so if it keeps the bad guys busy and less able to harm the good guys," Inbar explained.
Naturally, Salon has its collectivist panties in a twist, because the strategy doesn't advance DNC agendas.
