LTC Instructors,

Check you email.

RSD sent out a heads-up about a week ago re: the LTC server likely going down from 13-29 Sept as they transition to an updated web interface for submitting applications, renewals, supporting documents, etc. ((those dates were a tentative downtime, depending on when they start migrating current data over to the new system & barring any hiccups)).

Today's email has a link for instructors to register for a webinar on the below dates to provide LTC Instructors w/ a preview of the new systems and the below topics so we can better explain the changes to our students:

Key takeaways from yesterday's (18 Sept) webinar:

- All instructors, LTC holders, & applicants will need to get an account on the app "Texas x Texas". Its the same app that is now used to renew Tx Driver's License.
- If already have an account, no need for a separate one.
- If you already have an account, but its tied to a different email than your LTC Instructor email, you'll be able to link your 'business email' to the current account.

- The Portal for uploading LTC-8's (for instructors) & any supporting documents (like LTC-104's for applicants) will be offline till 1 OCT. This is the period the DPS informed instructors via email that they're migrating all data over to the new system.
- Instructors are required to submit LTC-8's within 5 days of course completion, however they recognize this isn't possible while system is down. For courses completed during this downtime, hold onto your LTC-8s & upload onto the new system on 1 OCT (same goes for course completions for SSC, 1st Responder, TacMed).

- the process for reporting course completions will be different than what we're used to. If you are an NRA Instructor, its kinda like how the NRAs Instructor Portal is with filling in student info, then annotating what parts a student has passed/failed.
- there's a search function that will auto-populate the student's info if they have a Texas x Texas account, or you can manually fill it in. You'll need to watch the webinar to see how that works, or wait till RSD pushes out the Cheat Sheet instructions for using the new system.
- courses will need to be closed within 5 days of completion, but no LTC-8 is needed (the system takes the place of all paper forms)

- Since no more paper forms, Instructors don't have to maintain copies for 6 years. The system maintains them for audit purposes.
- any LTC-8's/LTC-101's/LTC-104's/etc that you currently have still required to maintain for the 6 year period.

- LTC-104's going away on 31 DEC 2026.
- any students with an LTC-104 dated prior to discontinue date is still valid for 2 years from course completion, & DPS will accept them.
- instructors can still issue LTC-104s until 31 Dec, but are encouraged to start using the new system as soon as its online (target date is 1 OCT)
- after 31 Dec 2026, DO NOT issue any more LTC-104's.

- biggest change for students.
- applicants for the LTC must have a Texas x Texas account.
- Students can take the In-person Classroom, Online Course, & Range Session/Qualification in any order. ((Each Instructor/Online Course Provider will submit only the portions they did into the new portal, & the portal will track what the student has completed))
- MUST complete all requirements for the LTC BEFORE applying; if the Instructor hasn't closed out / reported course completion then the system won't allow the students to apply.
- all Supporting Documents must be uploaded at time of application. (The LTC-104 won't be needed if the Instructor has reported via the new system, so this would be for any other documents needed).
- wasn't clear if Digital Fingerprint session needs to be done before submission, or after like it currently is. ((My assumption: Fingerprint appointment will still be after creating the application so there's a trace # to associate the Fingerprint Session to. My assumption only; if anyone watches the next two webinars & find out something different please post so we're all tracking))

New process is supposed to streamline the application & approval process.
