What exactly are these "unlawful carrying weapons" and where can they be purchased?

I don't think there is any question about the sign's intent. Me, I don't have the dinero to be a test case.

I read it as an unofficial but official-looking sign advising in a not-so-clear manner that the Unlawful Carrying of a Gun is prohibited. It says nothing about restricting the Lawful Carry.
