Blind CHL applicant

I have a client who is blind....he wants to get his CHL....I told him I would teach it but would give him no advantage or help in qualifying....I can find no law against it in the code book....what does everyone think? He is very good about his understanding of his limitations and would not shoot in public unless he was in contact with a perpetrator....close, close contact. I do not think it is legal for me to tell him he cannot.

I would tell him that, since he plans on only using the gun at close contact distance, there is a high probability of overpenetratration....and he still can't see what is beyond his attacker. I would suggest that, at contact distances, a knife might be a better weapon for a blind person.

If he lived all alone out in the country, that might be a different thing. But in the city where there are likely to be other people around, a blind person has exactly the same responsibility as anyone else to know what lies beyond his target.

No, it's not you. I had the same reaction......which is why I gave the answer I gave. How does a blind man know his gun is concealed, by the way?

I suspect that a blind person would have a pretty good defense against a 30.06 charge for carrying past a sign. How could that possibly be considered effective notice?

There's a difference between legally blind and totally blind. Many people in the first category might be able to manage the written and proficiency tests without much difficulty.

I know a CHL, grandmother, *legally blind*-blood vessel popped and destroyed something in one eye and other eye is old ...
she operates a computer etc. has Beretta .380 auto and a Beretta .25 auto and perhaps a .38 LCR now

She admits she won't be aiming at anything on the other side of WalMart, only up close if needed, like a guy trying to get in her car with her or whatever

While I don't know of a statutory prohibition, there's no way he will pass the shooting portion of the class if he is totally blind, not merely legally blind. If DPS finds out this person is totally blind, they are going to wonder how he passed the shooting portion of the test.

I have to wonder what kind of liability an instructor might have, if he should allow a blind (even legally blind) student to take the proficiency test, and some kind of accident (??) should happen, and somebody got hurt or killed.
