In reading that, what is a local and consent senate bill and how is that different than a normal senate bill?

It pertains to "Foundation School Program funding for students enrolled in an optional flexible school day program." Given my experience working in the education system for 25 years, this could drag on for quite a while, as could any bill involving school funding.
