This pistol is smaller than the full size CZ 75's, is 9 mm and has the manual safety you want. CZ has many variants on the 75 series and it's difficult to keep them all straight so I wonder if you missed this model. I have the CZ 75 D PCR, which is also a compact 9 mm, but has a decocker rather than a manual safety.
I'm not affiliated with CZ in any way but I think their pistols have a reputation for being a good value, shooting straight and being rock solid reliable directly out of the box. I feel mine certainly has been and I use it for my daily carry. Also, I don't know if $$ is an issue for you, but they can be found for less than MSRP at gun shows and such.

I like the XD but if I had to carry a DA/SA then the CZ-75B would be my first choice.

I like the CZ too. Never shot one, but was eyeballing one today at the gun show. The CZ-75B Compact(I liked the RAMI also). However, I didn't like the pricetag, so I opted and bought a Bersa 9 Compact for about $310+tax. Can't wait to take her out the range and give it a go.

Look at the Bersa Thunder UC 9. it is a great pistol at any price and the price is right. It meets all of you needs and it is a very concealable 9mm.
I have the Thunder .380CC and carry it every day. I plan on adding the UC 9 in the near future. They also make a UC .45.

If you like Sigs, and they virtually all come with a rail, now, they also have a line of SAO pistols, which, of course, have a manual safety. Of course, that eliminates the SA/DA requirement that you had. Sorry.

Liberty stated his requirements, and I can see the reason for sticking with an action that he has trained with.
I just think it's a shame to deprive oneself of one of the most reliable, widely used, and proven brands in the world.
SIGs are not all that common among U.S. police forces and military (probably because of Glock's aggressive pricing), but they are very popular elsewhere.
SIG DAs have a firing pin block, which means they can't fire unless the trigger is pulled or multiple internal failures occur; and the DA trigger pull is fairly heavy.

I would suggest the Taurous, I carry the PT1100 Millinium and love it. The Taurous is reliable and will shoot every time...

I'm a fan of TAURUS as well, I've got a 1911 and it's a nice gun. However, just FYI, they're quality control tends to be a little hit or miss (there is a forum dedicated to the name-brand that outlines their hit or miss nature). When I was qualifying for my CHL last month a guy had a 24/7 and it just stopped firing. No matter what we tried (sans any tools) we couldn't get it to fire. Huge bummer.

It's worth noting that Sig has been making a big come back in the US LE market over the last few years. In Houston, it was one of only four guns on HPD's approved list of sidearms. I know the list has been revised since it's introduction but, Sig remains on the list as does Glock. Texas DPS has issued Sig pistols for sometime as does the FAM program. The Army actually did buy Sig pistols (designated M11) at about the same time they selected the M9 and the SEALs are well known for having Sig 226 pistols.
Also, if he wants a manual safety, Sig now has a single-action system available in the P220 and P226. Unfortunately, there is no double-action model with a manual safety. Some of that is driven by a trend away from handguns with manual safeties in LE and the military. The classic DAO has never been popular but, Glock's trigger seemed to be just about right for many. As a result, Sig's "K" trigger found in their DAK models have become very popular. Beretta has even regained some ground in LE with their PX4 after they started a bigger push for there constant action trigger.
