I took all that to mean traffic was stopped, and the guy got out of his truck, grabbed a gun case from the bed or a bed toolbox, got back in and uncased it.
OK, that's a possible scenario, but look at this description (highlighting is mine):
What started along Highway 59 as a normal commute to work for Randy Beams quickly turned violent. He says he had slowed down in front of a truck near Patton Village and didn't expect what he saw next.
"I look back there in the rearview mirror, and I see him pulling out a gun case in the back of his step-side truck," Beams said. "Then I see the barrel of the gun coming over the steering wheel pointing forward."
By then, Beams was already dialing 911.
"This guy in a Ford behind me is pointing a gun at me," Beams told the operator in the 911 call.
With the operator on the line, he followed the man. They both pulled off the highway. The other driver he says jumped out.
So, he's in front of the truck, he sees something alarming, he calls 911, and then,
while he's on the phone with the 911 operator he followed the man. What? How does he get from in front of the truck to following the truck? And when the truck pulls off the highway, why doesn't
he keep going, avoiding the situation entirely?
Something is rotten in Denmark.

It's starting to sound like maybe he provoked the incident and the other guy was defending hinself.

Or at least it was close enough to that scenario that the officer would not or could not take sides. Also, if he stayed in front of the truck, it makes me wonder if the guy was hitting his brakes repeatedly or something.
If the officer didn't see it and there were no other witnesses coming forward, it becomes a case of one man's word against another. If the guy calling 911 doesn't press charges, no one is hurt, and there are no witnesses or evidence to speak of, there is no reason to investigate. Of course, I am assuming this is without gun fire.

Ok, so if I understand this correctly you can shoot out the window of someone who cuts you off, as long as you can pay a $400 fine in the parking lot?
Hmmm....could this be an alternative to the Wally Walk? Nah, with $400 bucks I could buy a nice red-dot. Let me know if the price goes down.

Very interesting use of the phrase "he slowed down in front of a truck" instead of "he cut off a truck". Too little to go on here, but it sounds like the "victim" may well have been the aggressor in this case. If he was hitting his breaks aggressively, then I could see how the guy in the truck could have perceived a deadly threat and reacted accordingly.
They really need to clear up exactly who followed who off the Freeway. It would also be good to understand whether any shots were fired.

It is interesting that the situation changed AFTER the DPS officer left the scene.
Patton Village is most famous around these parts for its speed trap.
Here's the name of the other driver, with more of a he said:he said version of the story.
Where was the rifle pointed? We may never know.

That report says Walker broke the window with his hand. How close did Beams have to come (instead of driving away) for that to happen?
Also
he said Beams cut in front of him, made obscene gestures and repeatedly slammed on his brakes.

From that story "“There’s not a doubt in my mind that he pointed a rifle at me,” Beams told The Observer Oct. 13. “I seen the brown of the barrel.”" What type of rifle has a brown barrel?
This Beams character comes across as the one that should be arrested for assault with a deadly weapon (vehicle) by trying to cause an accident. However, given that there were no eye witnesses other than the two people involved, I don't see how its possible for anyone to conclude that there is sufficient evidence either at the time of the incident or now. All you have is two people each claiming that the other one was the aggressor.

The fair thing is to arrest and charge both of them, or neither of them.
We should also remember the "news" companies that left out details to try to trick people into thinking the window was shot out.

OK, I call Beams a lying sack of rocks. The guy broke out his side window, according to the police, yet Beams claimed it was his windshield. Beams lied about what happened. He claims he slowed down in front of a truck. The other driver reports that he "cut in front of him, made obscene gestures and repeatedly slammed on his brakes". So Beams lied about what actually happened. After the truck got off the highway, Beams followed him and went past him slow enough that the guy was able to punch out his passenger side window. Whadda ya wanna bet Beams was giving him the finger as he drove by?
Now Beams wants the guy prosecuted? Good luck with that, buddy. You're lucky you weren't shot. Next time drive responsibly and leave other people alone.
