Yes the wording of the DPS is not the best as it suggests that non immigrant aliens are generally prohibited from gun purchases and therefore not elligable for a CHL. A hunting license makes the exception legal and the DPS does even have a section on its website for us non immigrant aliens and the documentation necessary. Must say i am happy to have mine :-)

You do have to have a current ID & be a resident to Texas. I've never heard of showing records going back to such & such bit ive never been an out of state buyer. So maybe this guy did not not like you for some reason but I would go to another store & not give him the honor of your business. I still have never heard of that but it may be the law for out of state I dunno

No changes yet from the ATF, sorry.
The change is in place as of a couple of weeks back, according to the FFL at Cabela's. I went with utility bills in-hand, as usual, for a purchase this weekend and was informed they are now not required.

Also, I wasn't subjected to The Walk of Shame either, they actually trusted me to carry my own newly purchased and boxed firearm through the store by myself this time. I thought I'd really push the envelope on the new policy and let my 5yr old carry the box for a few steps :-)

I guess its taking a while for them to get updated forms out to everyone. My local FFL has the new forms
and no longer requires the utility bills either.
