I know its been mentioned but pepper spray might be an ideal solution. be sure to get a good one though and she needs to know how to use it (get some spares and practice). Having had one go off in the car gives me a healthy respect for them.
Its like everything. You do what you can, be aware, and trust in the Big Guy.
EDIT: I like the situational awareness class too. Thats the best defense and probably something we should all take.

I think there's a fair chance that taking such a class seriously will result in taking other aspects of self-defense seriously as well.

You have to be careful with pepper sprays - can't carry them on the plane, and some places require permimssion from Chief of Police and registration.... (i.e. Washington DC). When we went with a group of Girl Scouts this summer the best suggestion someone made for me was a crystal nail file. Pass through security no problem at all the venues and airlines, and they come in fun colors and designs.

Nothing will work unless and until she embraces the idea and thinks through the alternatives on her own. Right now, some sort of self-defense capability seems to be a solution for which there is no known problem, in her head.
My wife has no interest in guns, but is a 3rd dan Black Belt in Tang Soo Do, the Korean martial art. There are a bewildering variety of these from different Asian countries, mostly, but they take years of diligent work to become proficient. I took a Level I course in Krav Maga at the local JCC and it seems like it is very practical, simple, etc but only if you are willing to devote yourself to doing it right. There is also a certain mindset that makes such things useful, and many mindsets that make them worthless.
With the ravages of old age and decrepitude taking their unwelcome toll, the idea of getting into a knock-down drag out with someone is unrealistic for me, but sometimes if you know how, you can strike a blow with the element of surprise and buy some time to take the next step, get your pistol or rifle etc.
