Could have been a volunteer firefighter, if the FD allows it they can run lights but they are not allowed to have blue

Could have been DPS, TABC, Constable, Sheriff, Ranger, or DHS

A buddy of mine drives a car like the one described....he's a Texas Railroad Commission investigator.
