It's legal for government buildings to post a 30.06 sign. There was a bill to limit that but Senator Carona got it derailed.
Just because its legal, doesn't make it valid. It's perfectly legal for a city-owned library (with no court offices r other disqualifying factors) to post a 30.06 sign. It's also just as legal for a CHL holder to ignore it and carry away.
That's true but thanks to some selfish Senators, the municipal building can continue to post that 30.06 sign 24x7 with impunity. We know the sign is only valid when there's a government meeting in progress, but woe be to us if we get their schedule wrong.

The meeting portion only applies to the room where the meeting is held not the entire building

doesn't it also only apply for this particular building when court is in session? so he should be able to carry when he's paying his water bill.

The statute says they can post a meeting of a government entity, but does not specify where the sign should be, so kind of a gray area.
On courts, if a court or office of the court is in the building at all, then if it is not cordoned off from the rest of the area where it is segmented, then you can't go into the portion of the building period, posted or not, as it is always off limits whether in session or out.
