I don't know what viscosity has to do with it but maybe it explains why they removed his clothes.

This guy committed armed robbery of a hair salon in Oklahoma City, CA. The salon owner tackled him and started fighting for the gun.
The two fought for the gun for a short time before other employees stepped in and helped take the gun from Howeth.
The employees then stripped Howeth of his clothes to make sure he wasn’t hiding more weapons and threw him outside.
Looks like there are still some men left in California.

Actually it happened in Oklahoma, not California.
