Disclosure: I'm not a lawyer, but, I have a little knowledge regarding this type situation.
If the building housing the Appraisal District is owned by the district itself, then the building can't be posted (except that the meeting room can be posted during any meetings conducted under the Open Meetings Act). However, if a school district owns the property, even if it is administrative offices, then that property can be posted regardless of whether or not children are present.
