For what it's worth, the most recent caution regarding travel to Sri Lanka occurred back in March and was regarding student protests around the U.S. Embassy. So apparently they did not share the intel.

Death toll in attack rises to 359. One suicide vest at a hotel malfunctioned or the death toll would have been higher.
This may be related to ISIS being defeated and fighters returning home and restarting the war in their home countries.
A lot of political turmoil in Sri Lanka may have allowed the bombers to advance their plans.
Reports of Muslims taking shelter in Mosques to avoid persecution since the bombings.
Social Media shut down to prevent hatred spreading on line. Most likely they have strict gun laws. Yes their gun laws are restrictive.

The Latest: Sri Lanka troops find 15 bodies in raid on house
Police say that 15 bodies including six children have been found after a raid in east Sri Lanka on militants linked to the Easter bombings.
Police spokesman Ruwan Gunasekara gave the figures early Saturday after a gunfight between soldiers and the suspected militants near Sammanthurai.
