When I was first married, a long time ago :), we had a similar situation with neighbors in an apartment (BTW, same apartment complex where they filmed Office Space, we had the same floor plan apartment as the one with the magazine salesman scene...). Same kind of thing, constant flood of people parking on the curb, running up the stairs, knocking on the door, and either being handed something out the door or going inside for 1 minute and then coming out and heading off.
We called the Austin police and they had no interest.
While this seemed peaceful and just annoying for a while, eventually it turned violent. One day I watched as the guy in the apartment pushed a guy down an entire flight of exterior stairs and continued beating him after he was on the ground. This type of thing happened occasionally and we just didn't want to be in the middle of something. Still even though we were like 8 blocks from a police sub-station they still were not interested in following up with us about this (I am sure they knew what was going on). And then poof, the apartment was vacant one day.
Drug deals "go bad" sometimes. Customers can't pay, get desperate, steal things, do stupid things, get shot at and that kind of thing. I would not recommend standing by to see what happens. You never know when this could turn from suspicious to dangerous. I would be in the PD ASAP.
