Most police are not what i would call an expert shot. You do see them getting convicted all the time for supposedly having a lot of training.

Wouldn't someone capable of making a smaller target, leg or arm shot, rather than someone making a center mass, much larger target, be considered a better marksman?

I would think so.

Shooting in a self defense situation is not a demonstration of marksmanship.
It is about stopping the threat.

The whole premise of being "too good at shooting" is ludicrous.

Can you imagining testifying in court that you didn't practice shooting your firearm because you didn't want to be "too good"?

Sorry but I have to agree that this is ludicrous! If I have to defend myself and family I want to make sure the bullets go into the intended target and not some bystander, that is why I practice. If the military, police, FBI, border patrol, DPS, etc all practice then why shouldn't citizens who own firearms? I don't see anyone being convicted because they were a good shoot but the reverse might happen.

I would be tempted to ask the FB genius mentioned in the OP if in his previous life, was he Navy Seal or Airborne Ranger .... or maybe CIA Op. He was obviously one of those legends.
