Maybe but if that's the case, what's to stop him from buying 2 phones at Walmart, 2 at Target, 2 at HEB, et cetera?
I think it's most likely his motives were financial and he wanted to buy that many phones at Walmart because of a special sale or clearance price.

No boom in Boerne so he probably wasn't building a bomb but maybe the Walmart policy thwarted a terrorist plot.
