Good question. I emailed Phil. He said that we have enough students signed up that the class is definitely a "go" and that there is still room for additional sign-ups. Regarding the non-TCHL question here are my thoughts, please understand these are my thoughts only as I did not discuss with anyone else:
The smaller the class the faster it will move and given that everyone so far is at least a TX CHL holder and a member of this forum, there has been some cursory screening / vetting. There is a "Handgun 1" class the week before that is open to the public as well - https://txconcealedcarry.com/event/level-i-handgun/
I guess that I would leave the question open and see what other folks think...
