PUC ordered the ERCOT to charge $9.00 a KWh to get people to conserve.
On Monday the ERCOT was at $1.20 so the PUC ordered the price higher.

The failure in the article WAS a cascading event. The cause was indeed a software failure, that was triggered by a tree branch.
