If he really wanted to curb gun violence, he would use executive action to hammer the violent criminals who are committing the violent crimes with firearms.
I'd assess these quotes from the linked article sums up the real impetus behind this push ($$$):
Some of them are urging the administration to begin disbursing money to 40 cities across the country plagued by gun violence through discretionary agency grants or by declaring a national emergency.

That is not true at all. I know plenty of immigrants who have worked, or are working, through the processes for legal immigration into the United States, and none of those processes involved incarceration.
We do have a system for incarcerating citizens, and noncitizens, for violating the law, which includes due process.
AOC appears to be just another false-news spreading conspiracy-theorist and insurectionist who should be banned from social media and removed from office.

After all you will not see this in the MSM news today as they have very tough standards when it comes to what is appropriate to publish.

In this case, I don't think it is Biden they were worried about. I think they were worried about Trump or the next Republican president and wanted Biden to give them the "committee" now to prevent the next president from doing anything. Of course, like the War Powers Act, I doubt it would stand a court challenge no matter how it was done, if anyone wants to force it. And also of course, if someone did use the nukes without constitutional authority, or if they stopped someone when it was justified, the constitutionality is the least of our worries.
