This map is changing fast, but it seems Hawaii is moving slowly.

Concealed Carry Permit Maps

From BRUEN:

Three States—Connecticut, Delaware, and Rhode Island—have discretionary criteria but appear to operate like “shall issue” jurisdictions.

So it seems those states are currently unaffected as long as they operate like shall issue jurisdictions.
