Out of state long gun buyer?

An acquaintance on another forum, living in FL., asked what is required to buy a long gun while in TX. I'm not sure if I ever knew the answer and things have probably changed. I'm sure it requires proper ID and background check same as a local resident. If the buyer passes can they take it with them or must it ship to an FFL in their home state? Anything else to know in such a situation? Thanks.

I am not a lawyer. This is only my OPINION.

FFL can transfer a long gun to out of state resident.
Private sale is illegal.

Exceptions for transfers due to Inheritance

In addition, a licensee may sell a rifle or shotgun to a person who is not a resident of the state where the licensee’s business premises is located in an over–the–counter transaction, provided the transaction complies with state law in the state where the licensee is located and in the state where the purchaser resides.

Private sellers may not sell their firearm if:
