Awesome Bill!
(b) A contractor who uses property owned or leased by a
governmental entity under a contract containing a condition
described by Section 2251.911(b) may not take any action, including
an action consisting of the provision of notice by a communication
described by Section 30.06 or 30.07, Penal Code, that states or
implies that a license holder who is carrying a handgun under the
authority of this subchapter is prohibited from entering or
remaining on the property or a portion of the property unless
license holders are prohibited from carrying a handgun on the
property or that portion of the property by Section 46.03, Penal
Code, or other law.
(c) A contractor that violates Subsection (b) is liable for
a civil penalty of:
(1) not less than $1,000 and not more than $1,500 for
the first violation; and
(2) not less than $10,000 and not more than $10,500 for
the second or a subsequent violation.
(d) Each day of a continuing violation of Subsection (b)
constitutes a separate violation.

IF this passes and becomes law, and State Fair thumbs its nose at the new code, 100 license holders should show up every day to be denied entry. See how the Fair likes to lose $100k per day.

Can't think of any better reason to go to the Fair.

I hold no hope that, no matter what the Texas Legislature and Governor do, Dallas is going to allow legal firearms at the State Fair. I use the same logic for them that I use for Sprouts Farmers Market, Whole Foods and the other store chains that post 30.06 signs. They would rather go out of business than give up their political ideology. No reasonable person could make the case that LTC holders are a danger to society after the decades of statistics that prove they are not. This is not now nor ever has been about what is good for society.
There was a native American practice called counting coup. It involved going up to the enemy and touching them. The Dallas and Fort Worth Zoos are evidence of counting coup. Now, the State Fair is another piece of that evidence.

The Dallas Zoo managed to convince Paxton that they are an amusement park and can ban carry based on 46.03. The Fort Worth zoo pretends they are a school, but they are not, so their ban on carry has no legal effect.
