In Thibodaux, Louisiana, yesterday, a man allegedly shot and killed a feral kitten because he was annoyed with cats in the neighborhood. Police investigating reports of gunshots arrested a 49-year-old man and charged him with illegally discharging a firearm and aggravated cruelty to animals.

In Bantam, Connecticut (middle of nowhere), in July a landlord used a BB gun to shOot a cat belonging to the brother of a tenant and then beat it with a shovel until it was dead.
His reason was that the tenant had not paid a $25 fee for having a cat in the apartment.
He's due in court this week.

In the Tampa, Florida, area around or about September 1, a man allegedly shot a domestic cat multiple times with a BB gun, put the cat into a cat carrier, and threw it into the ocean.
The cat is recovering in the care of a veterinarian. The cat shooter was charged with animal cruelty.
I like this quote:
The cat's former owner ... was questioned but has not been charged.
"We're not done with her yet," said Pam Perry, Hillsborough County Animal Services' investigations manager.
Sounds like something from Gangbusters.

Quite right too! I have very firm ideas on what constitutes appropriate treatment for people who mistreat cats.

I have absolutely no use for anyone who is cruel to or abuses animals.
By the same token, I have no use for anyone who does not care for their animals and/or let their animal/s run loose without regard for the animal or me.

I read cattails are edible, but they meant the Typha plants.

I hope they charge all the pet owners also, their irresponsible keeping of these cats were a leading factor in the nut job having the opportunity to be cruel.

I read cattails are edible, but they meant the Typha plants.
Cat tails, the plant, are edible: the roots (the white part) are like celery. When their young and before they flower, the tops can be roasted or boiled like corn on the cob. I've eaten them both ways. Love the roots, the tops are an acquired taste.
Cat tails, from the animal are full of bones and tendons, but they make a fairly nice broth. (Kidding!)

If the animals are feral, does it matter if they're raccoons, cats, dogs, gophers, or other beast causing depredation?

not to me...it does matter if they're in town and/or in the neighbors yard though, and don't forget, "Concealed means Concealed" that includes dead feral cats.

It matters on the legal level since some of them are game species.
There is also this time bomb in the penal code that I never tire of pointing out: PC 42.092, which is a class A misdemeanor or state jail felony, depending upon circumstances.
