Non-Texas CHL's When Purchasing Firearm

Post by texman45 »

I'm a Texas resident with a current Connecticut CHL that has my Texas address on it. It's my understanding that with a Texas CHL you can walk into a gun store and purchase a firearm without the dealer having to do an NCIS background check. Does this waiver of the background check also apply with an out-of-state CHL that is recognized by Texas? I'm not worried about passing the background check, it's just that at my age every fifteen minutes counts. :lol:

According to BATFE, a Connecticut license does not qualify for NICS bypass: http://www.atf.gov/firearms/brady-law/permit-chart.html" onclick="window.open(this.href);return false;

AFAIK, a non-resident license on this list should qualify.

In order to bypass NICS, you have to have a CHL from the state in which you reside. A non-resident permit is not valid for NICS purposes.

I order to do everything possible to protect my FFL, at least on the first transfer for a new customer that I do not know, I will do a NICS anyway.
I have heard rumblings about forged CHL licenses just like the forged driver's licenses. Some of the forgeries are really good.
I would not recognize a forged out of state license anyway, since it is impossible to keep up with all the different looks.
I had a young customer hand me a Texas drivers license for purchase of a handgun. I had that odd feeling that it just was not right.
The license was also damaged by what he described as a dog chewing on it and a trip through the washer.
I asked him to please go by DPS and get a new one ordered, and bring me the paper receipt because I could not confirm the date on the license.
The damage at the date location looked like it had been done after the dog chewing, and did not seem to be the same kind of damage.
He never returned, and never came back for his deposit on the gun either.
Once I have someone in my customer database, then I consider them "trusted".
